Welcome!

The National Association of Veteran Program Administrators (NAVPA) is an organization of institutions and individuals who are involved or interested in the operation of veterans affairs programs and/or the delivery of services to veterans as school certifying officials across the country. NAVPA is governed by a Board of Directors elected annually. The purpose of NAVPA is to promote professional competency and efficiency through an association of members and others associated with, and involved in, veterans educational programs; to promote the development, improvement and extension of opportunities to any veteran or dependent of a veteran for his or her personal growth and development to its fullest potential. This is achieved through assisting with the assessment and attainment of individual needs, communicating and cooperating with communities, schools, agencies and organizations at the local, state, regional and federal levels; developing productive relations with the Department of Veterans Affairs (DVA), Department of Education, Department of Defense, and other federal or national Veterans Service Organization or agency serving veterans; participate in efforts to facilitate the education and/or training of educationally or otherwise disadvantaged veterans; and promote cooperative studies, research, evaluation, workshops, seminars, conferences, and other activities as may be desired or required to fulfill the purposes of NAVPA.

National Association of Veterans' Program Administrators

The NAVPA association is a non-profit organization devoted to promoting professional competency and efficiency through an association of members and others associated with and involved in Veterans Education Assistance Programs. The Association offers membership to those directly employed in veterans affairs or those genuinely interested in and supportive of the goals of the Association.

NAVPA Mission and Purpose

The Purposes of NAVPA are:

(a) To promote professional competency and efficiency through an association of members and others associated with and involved in veterans education assistance programs.

(b) To promote the development, improvement, and extension of opportunities to any veteran or dependent for his or her personal development to its fullest potential, through:

1. Assisting with the assessment and attainment of his or her needs.


2. Communicating and cooperating with communities, schools, and agencies and organizations at the local, state, regional and national levels.

3. Developing productive relations with the DVA and other agencies serving the veteran.

4. Participating in efforts to facilitate the educational training of that portion of the veteran population which is educationally or otherwise disadvantaged.

5. Promoting and providing individual and cooperative studies, research, evaluation, workshops, seminars, conferences, and other related activities as may be desired or required to fulfill the purposes of NAVPA


Who Can Belong To NAVPA?

The General Membership of NAVPA consists of your colleagues and peers who are involved in the operation of veterans' affairs programs across the country. NAVPA has three levels of membership available.

(a) Institutional - Only representatives of Educational/Training institutions which serve the interests and needs of veterans (this includes colleges/universities, community/junior colleges, technical, business and vocational schools) shall comprise the Institutional Membership of the Association. Each institutional membership shall bear one (1) vote and have full membership privileges. The institutional representative, as indicated on the application for membership, shall exercise the institution's voting privilege and shall be entitled to hold office in the Association.

(b) Individual - Individuals who are directly involved in veterans affairs programs from non-member Educational/Training institutions shall comprise the Individual Membership of the Association. An individual membership shall bear one (1) vote, be entitled to hold office in the Association, and have the benefit of all Association privileges.

(c) Associate - All persons/institutions and/or agencies involved with programs of education, outreach, counseling, and employment for veterans, shall comprise the Associate Membership of the Association. An associate membership shall bear one (1) vote but shall be prohibited from holding office in the Association.

What Can NAVPA Do For Me?

NAVPA has several ways in which it can help you develop and maintain your efforts to serve veterans as well as represent your interests and those of the veterans you serve.

(a) NAVPA is an established and recognized organization. As such, it has direct contact with and input to the U.S. Department of Education, the Department of Veterans Affairs Central Office, American Association of Collegiate Registrars and Admission Officers, American Association of Community and Junior Colleges, the House and Senate Veterans Affairs Committees, and other professional organizations. In this way, NAVPA can work for you.

(b) NAVPA provides testimony at congressional hearings, monitors and provides input to lawmakers and the DVA's implementation of law on matters that relate to veteran's educational benefits.

(c) NAVPA sponsors an annual conference which offers work shops and seminars of special interest to veterans' programs personnel. Our agenda provides time for questions and answers after presentations. This conference provides for your voice to be heard and it also provides you with an opportunity to interact with hundreds of veterans' program coordinators around the country. NAVPA helps you to develop professionally and to gain valuable knowledge for use in your professional position.

(d) NAVPA provides timely information to its members in two publications. Both a news letter and presidential update keep members apprized of issues concerning veterans' education programs.


How am I Represented?

NAVPA is governed by a Board of Directors elected yearly at the Annual Conference. The board consists of three representatives and one alternate from each of eight regions plus five members-at-large and one alternate-at-large.

Membership Rules

1. Dues are collected on an annual basis and are VALID FOR ONE CALENDAR YEAR BEGINNING EACH JANUARY 1 and ENDING EACH DECEMBER 31.

2. A certificate for display shall be issued to each NAVPA institutional, individual, or associate member.

3. Members delinquent in payment of their dues shall have no right to vote or to hold office until dues are current.

4. Each voting member may be represented by proxy at the Business meeting portion of the Annual Conference.

5. Dues are subject to change by a majority vote the General Membership.
